O’Connor CARES Solutions (OCS) is a Washington, DC based advocacy and consulting firm which specializes in the fire service, public safety, code development, communications, resiliency, labor, and energy sectors. Since its founding in 2017, OCS has represented Fortune 500 Companies, Pharmaceutics, International Labor Unions, Trade Associations, and myriad of small and mid-sized enterprises in strategic consulting, business development, coalition/relationship building and advocacy at all levels of government.
Kevin B. O’Connor, former head of the International Association of Fire Fighters’ Governmental Affairs, Strategic Initiatives, and Political Action, is the founding principal. Mr. O’Connor is a highly respected political operative with extensive connections with leaders in both political parties. He served as chair of the Congressional Fire Service Institutes Advisory Committee and is the 2010 Mason Langford honoree for lifetime achievement in the fire service. O’Connor served as a Director and/or Chair of the University of Maryland Medical Systems, Baltimore County Employees Retirement System, and the Maryland State Economic Development Commission. Since 2022, Kevin has proudly served on the Baltimore City Board of Fire Commissioners. He began his career in the Baltimore County Fire Department where he served in both line and staff positions in addition to serving concurrently as president of the Baltimore County Fire Fighters Association and the Maryland State and DC Professional Fire Fighters.
